No one.

The closest to a "owner" you will find is the Undernet Administrators Committee, which is the highest Undernet committee, it is made up mostly of Undernet's server administrators.

And no I am not a member, however as Undernet Channel Services Committee Co-ordinator, I do represent CService to the Undernet Administrators Committee.

But honestly, its operated by a bunch of old fools who thinks they know everything and actually don't.
the proof is "they are still running on ircu, and gnuworld", no new modules are made to hide your ip on the network..
its all the same bullshit from 1990.

I Strongly suggest you to jump on another network, like freenode, and other ones who you can hide your ip FOR FREE. (this has been a debate for years on udnernet, and the admins do not care, because they dont join the public channels like we all do)
