There are many sides to this story.
The choice to go moderated versus non-moderated is not one to be taken lightly.

I do not think anyone would disagree with removing the obviously illegal channels and potentially those who control them.

The issue is honestly how to state what you really want to do and then to do it in a proper manner.

The term "Moderated" really means to watch all traffic and react accordingly. As in a moderated ISP watching
its clients actions and then closing them down should they send an email with the work bomb or terrorism in it.
Now I am using that as an extreme example.

I think for our purposes you are using the term "moderated" in such away that we as in the network can refuse connections
or allow connections based the network preferences.

Channels with XXX or WAREZ or CC should not be allowed right ?
I think possibly the name should not matter but the normal content of the channel should.

So it comes back to my point on how it would actually have to happen and that in itself is where the problem lies.

No one would disagree that there are troublesome channels but how to remove them properly is the hardest part of this. Those who take a front line
support on this will get thrashed. And thrashed again; not only by the troublesome channels, but by the users who can't connect, by the others who
provide services to the network that are being disrupted and by people who are loosing money as a result of the endeavour. Yes I said money.
Hacking, trading, what-ever you want to call it; I call it troublesome to be polite. But it is big money and when they loose money they attack in
force. Not only to UnderNet but to its hosting companies, to their uplinks, to their clients. Unfortunately I know this all too well.

Do I support the removal of the troublesome channels and users? YES 100%
Do I want it done properly? YES 100%
Do I know know exactly the way to have it done with the least negative outcome? No 100%
