Maybe that is all about a simple change on the database. Maybe they used pgsql command line to insert "RECOVERY" on the channels' field witch were affected.

In response to Mitko, no this is not important.

Undernet has their own tricks in which they use with their mod.cservice implementation. Many of these tricks are performed by means not suitable for users who don't know the code very well. If you did know the code very well, you wouldn't be asking. There is no magical command to do this, it took time to sort through it, and the RECOVERY modification field was an easy way to see what channels were affected should they want to run statistics on the percentage affected. If you think about it, there isn't a magic command to "fix" thousands of data entries.
