I believe you mean http://routing-com.undernet.org
IRC servers are suited to *BSD's, mainly because of kqueue().

Windows is not a suitable platform for any type of server compared to unix.

I use beware ircd for Linux it work well !!!!

i mean for a local server not a undernet irc server :D
