And I think that's for the forum moderators to decide, not you.

It is considered rude to open a private chat with someone you don't know, without announcing that intention in one of the channels he's in and without asking for permission. The fact that some people consider it "normal" doesn't change the fact that it's rude. In real world, you don't go to a meeting, go straight to someone you don't know and who is already engaged in a conversation, and start telling him your problems. You would politely ask to interrupt him and ask for some assistance in private whenever he has time. Same goes on IRC: if you want to be helped, the least you need to do is to be polite, patient and respectful with the helpers. If you can't do that much, you won't get any help. And that's why helpers block private messages unless you publicly asked for permission to talk in private to them.

I understand because of Drones they deny the pvt but .. they see who is contacting them and they can let him ask his q.
