Both parties need to be able to resume as well, some irc bots/file serving bots may not have resume enabled, and so you will not be able to resume. Not much you can do in those instances.

I would be contacting rr.com abuse and explain the situation to them. Simply put, if rr.com abuse doesn't take it seriously all the abuse eminating from their client base, then the best choice you could take is to contact your rr.com Regional Manager, and say you have disconnected from their service...

plentiful drones/clones joining, flooding etc, or a system in place that reduces the most common irc forms of flooding?

evading a channel ban/multiple username is a small compromise imho.
