Try PRVMSG or commands like: /query <nick> or /msg <nick> <message> because you're command is wrong.

You can chan in undernet via the java chat ( http://www.undernet.org/webchat.php ) or you can download a IRC client like mIRC ( http://www.mirc.com ) and install that in you're computer and you can connect to a undernet server at http://www.undernet.org/servers.php
