Modes for channel can be stored at x /msg x set #channel mode , so maybe someone else stored them before that person joined. Eenie has right and we all know that, but the point is that command has been disabled , but only for most of us. There are still people which using the maxlogins, even if they are NOT Officials or other types of representants. The point is from the begininng we have to do with kind of discrimination...

It usually helps you when you are flooded. Using /silence +*!*@ it will ignore all your privates - so you cannot get any private messages -> no flood. Yeah but like Home says, this command ignores all ctcps, notices, and dccs so you have to think about that before using it. Also I don't wanna repea...

Emily the only way to get unbanned is to talk with those channel operators from those channels. Ircops or other Official persons cannot remove your bans (they cannot interfere with other channels politics since Undernet it's unmoderated medium). It doesn't annoy me, an extra beep per day won't effect me, just I think i'm at Iraq :D. Anyway you're right, you need the nickname of the one who's sending the global notice, but would /ignore *!*@* on notices block it ? I think /silence command should be more useful :) , it' just an opinion ..but...
