Try reading example.conf more closely.
The host does not contain user@host - it is just host (the the *@ doesn't belong there).

The database used isn't mysql - it's postgresql. As far as I know, further database functionaility is being considered, but at this time from what I remember it's only pgsql.

And a much easier (and effective?) method would be to grep your IP.

Let's say you're visiting from 192.168.3.8, grep for 192.168 and then remove the affecting code.
I won't give you the filename, just so you will learn more from doing the above.

Google will be able to assist you with the setup of a mail daemon like Sendmail. There's many tutorials around, or you could use your distro's package management system.

Hi. The website only makes use of PHP's mail() function, so any problem relating to it not sending e-mail isn't actually related to GNUWorld at all. I believe you mean http://routing-com.undernet.org
IRC servers are suited to *BSD's, mainly because of kqueue().

Windows is not a suitable platform for any type of server compared to unix.

This is getting rather silly.
At the end of the day, the only platform a proper server is going to work well on, is going to *nix. Whether it "works" is regardless, that a proper server will want to make use of what ircu has. For example, FreeBSD's kqueue.
