Simply put : NO. The reasons behind this are not technical but such a feature would prove itself a pathway to abusive actions. Lately a lot of usernames have been compromised via phishing methods, impersonation etc. Just imagine someone getting your password and then issuing this command (they can easily see the mail addy via /msg x info username-here) and you not having access to the e-mail address in records ...
Furthermore every password change requires a confirmation link for you to properly acknowledge the change and save references. This would not be possible without the website to send such a link in your e-mail.
TBH a strong password and good protection + good will ensure a stable username, without having to change the password too often. Remember not to click any websites claiming to be cservice or enter your private data, scan your computer regularly, buy a good antivirus and never give out sensitive info to anyone claiming to be network official (CService staff, Opers etc).
